My thire City 24 poster, featuring a Civil Protection unit.

For those of you who are curious about how I did the effect, I started with a screenshot of an NPC. Obviously, the image is a bit bigger than the normal screenshot, but doesn't have the pixelated edges. I bypassed this problem by actually drawing the outline of the resized and pixelated image with the lasso tool. Using the selection on a new layer, I used a circle gradient from the edge of the stunstick. From there, I hid that new layer and drew the lighter areas to make the shading. Using a new layer, I filled the selection with the brightest color in the gradient. From there, I deleted the origional screenshot image and unhid the gradient image, thus getting the final product.
